The goal of Dermatology Associates of the Lowcountry is to provide convenient and compassionate dermatological care using the latest science and technology for clear results. The practice’s three locations in Hilton Head, Okatie, and Beaufort, South Carolina ensure that patients across the Lowcountry have access to comprehensive and expert care.
Dermatology Associates of the Lowcountry is led by Oswald L. Mikell, MD, who is board certified in both dermatology and cosmetic surgery.
The skin is the largest organ of the human body, so it can succumb to a host of conditions or disorders, most of which can be easily handled at Dermatology Associates of the Lowcountry. From immune disorders such as psoriasis and vitiligo to topical conditions like eczema and rosacea, the expert team is equipped with the latest laser technology and medical know-how to tackle almost anything that affects human skin.
For more serious skin concerns such as skin cancer, Dr. Mikell is a trained expert in Mohs surgery, an innovative technique that excises the cancer while preserving as much healthy tissue as possible.

Dual Board Certified Dermatology & Dermatologic Cosmetic SurgeryDr. Mikell is double board certified by the American Board of Dermatology and the American Board of Cosmetic Surgery. He currently practices at Dermatology Associates of the Lowcountry, serving the communities of Hilton Head, Okatie, and Beaufort, South Carolina.
He has been practicing dermatology in Beaufort, Jasper and Colleton counties since 1982, and is a leader in the field of Mohs Micrographic Surgery. Dr. Mikell holds an AB degree in International Relations from Brown University and is a graduate of the Medical College of Georgia, serving his internship and residency in dermatology at Naval Regional Medical Center, San Diego, California.
He is a fellow of the American Academy of Dermatology, American Academy of Cosmetic Surgery, the American Society for Dermatologic Surgery, American Society for Mohs Surgery and the American College of Phlebology. He is past president of the South Carolina Dermatology Association and has been a trustee, secretary, and treasurer of the South Carolina Medical Association. In May of 2008, he was awarded "Dermatologist Of The Year," by the South Carolina Dermatologic Association.

Nurse Practitioner
Elizabeth C. Liggett, MSN, AGNP-C is a certified nurse practitioner with 6 years of experience. In 2014, Liz completed a masters of science in adult and geriatric nursing from Columbia University in New York City. After her graduation, she practiced internal medicine in a variety of settings including long term care, urgent care, and most recently as a hospitalist. She has professional affiliations with the Honors Society of Nursing, Sigma Theta Tau International and the American Association of Nurse Practitioners.
Liz moved to South Carolina in 2019 to be closer to her family and she is thrilled to join the team at Dermatology Associates of the Lowcountry. In her free time Liz enjoys traveling, reading, exploring the outdoors and spending time with her family.

Dermatology & Dermatologic Cosmetic Surgery
Dr. Cassandra Beard is a recent graduate of the Orange Park Medical Center Dermatology residency program, where she served as Chief Resident. She obtained her bachelor’s degree of biology from Truman State University in Kirksville, MO, and her medical degree from A.T. Still University School of Osteopathic Medicine in Arizona, while simultaneously earning a master’s degree in public health. After completing her internship at Larkin Community Hospital in South Miami, FL she continued her dermatology residency training in Jacksonville, FL. Dr. Beard is Board Certified in MOHS surgery.
Dr. Beard has a passion for surgical and cosmetic dermatology and is also happy to offer comprehensive dermatologic services to the men, women, adolescents, and children of the Lowcountry!

Physician AssistantTaylor Owens, MSPAS, PA-C is a lowcountry native from Mount Pleasant, SC. She is certified by the National Commission on the Certification of Physician Assistants and is licensed to practice medicine through the South Carolina Board of Medical Examiners. She graduated summa cum laude and a member of Phi Beta Kappa from the University of South Carolina, where she earned a Bachelor of Science in Exercise Science. She then attended the Medical University of South Carolina (MUSC) and received a Master of Science in Physician Assistant Studies, while serving a role in leadership as the Treasurer for her graduate program student government. Taylor began her career in dermatology in 2013 and is passionate about providing the highest quality dermatological care in a comfortable, caring environment. She proudly enjoys serving the communities of Hilton Head, Beaufort, and Okatie. In her spare time, she enjoys scuba diving, traveling, and spending time outdoors with her husband Cameron and their two dogs, Sampson and Josie. Taylor has professional affiliations with the American Academy of Physician Assistants (AAPA) and the South Carolina Association of Physician Assistants (SCAPA).
