Oswald L. Mikell, M.D.

Oswald L. MikellDr. Mikell is double board certified by the American Board of Dermatology and the American Board of Cosmetic Surgery. He has been practicing dermatology in Beaufort, Jasper and Colleton counties since 1982, and is a leader in the field of Mohs Micrographic Surgery. Dr. Mikell holds an AB degree in International Relations from Brown University and is a graduate of the Medical College of Georgia, serving his internship and residency in dermatology at Naval Regional Medical Center, San Diego, CA. He is a fellow of the American Academy of Dermatology, American Academy of Cosmetic Surgery, the American Society for Dermatologic Surgery, American Society for Mohs Surgery and the American College of Phlebology. He is past president of the South Carolina Dermatology Association and has been a trustee, secretary and treasurer of the South Carolina Medical Association. In May of 2008, he was awarded "Dermatologist Of The Year", by the South Carolina Dermatologic Association.

Forte C. Rabb, M.D.

Forte C. Rabb, M.D. Dr. Rabb is a seasoned dermatologist with many years of dermatology experience. He earned his medical degree from the Medical College of Georgia in 1966, serving his internship at Tallmadge Memorial Hospital in Georgia and his residency at the University of Tennessee. His military service was that of Flight Surgeon in the United States Air Force. He practiced dermatology in private practice in Georgia from 1972 until 2006. In 2006 he moved to Hilton Head, SC & joined Dermatology Associates of the Low Country on an as-needed basis. We are proud to now have him as an associate member of our staff. He is a Fellow of the American Academy of Dermatology and the American Society for Dermatologic Surgery.


Patricia Westmoreland, M.D. - Consultant Emeritus


Westmoreland Dr. Patricia Westmoreland, a board certified dermatologist provides full dermatological services including the treatment of all diseases of the skin, hair and nails, skin cancer treatment and cosmetic repair and rejuvenation. She is a fellow of the American Academy of dermatology. She graduated from the Medical University of South Carolina (MUSC) as one of only three women in her medical school class. After an internal medicine residency, Dr. Westmoreland worked as a civilian Army doctor in Germany. Dr. Westmoreland became the first dermatology resident in the newly created Department of Dermatology at MUSC before practicing in Greenville for 30 years. She is well known throughout the upstate, not only for her outstanding dedication to the care of thousands of patients, but for her role in dermatology education of Greenville Health System (GHS) residents, interns and students, her extensive community service, and her active participation in many offices and activities of the South Carolina Medical Association. In 2005 she was awarded “Dermatologist of the Year” by the South Carolina Dermatological Association. Patricia Westmoreland, M.D. retired on February 8, 2017.

Heather A. Riessland, MMS, PA-C

Westmoreland Heather is a Certified Physician Assistant with over a decade of experience in dermatology. She completed a Masterís Degree in Medical Sciences in Physician Assistant Studies, with a clinical focus in family practice and dermatology from Midwestern University in Glendale, AZ in 2005. She practiced in general medicine for the Department of Defense for five years followed by over five years of experience practicing dermatology with Kaiser Permanente in Denver, CO.

Heather moved to the Lowcountry in 2016, and we are pleased to have her here as a provider on our staff. She has professional affiliations with the American Academy of Physician Assistants and Society of Dermatology Physician Assistants.
